[AFP-1] Establish AWE Council & Ratify Funding Process for Grants and Community Operations

Summary

This proposal seeks to:

  1. Ratify the AWE funding process by establishing clear thresholds and workflows for treasury usage.
  2. Establish two dedicated multisig wallets, managed by the AWE Council, for:
  • Grants — supporting builders, games, research, and tools
  • Community Operations — powering marketing, growth, partnerships, and events

This framework enables efficient, transparent funding of ecosystem initiatives while maintaining community oversight for larger disbursements.


Ratified Funding Framework

To balance operational agility with decentralized governance, the following funding rules are proposed:

  • Disbursements under $100,000 USD (in AWE equivalent)
    These can be approved and executed directly by the AWE Council through the appropriate multisig wallet (Grants or Community Operations).
    Examples include Layer3 campaigns, small grants, content bounties, or partnership incentives.
  • Disbursements equal to or above $100,000 USD
    These must go through a separate AFP and be approved via onchain governance through Tally.
    This ensures large treasury allocations undergo transparent, community-driven approval.

Rationale

As AWE grows, it must support a diverse set of builders, contributors, and campaign initiatives. Delays caused by requiring full proposals for all expenditures limit responsiveness. At the same time, community trust and capital allocation transparency remain critical.

This proposal introduces:

  • Dedicated multisig wallets for Grants and Community Operations
  • A clear funding threshold to streamline small initiatives
  • Community governance checks for larger budget items
  • Transparent reporting mechanisms and a formalized Council structure

Establishing the AWE Council

The AWE Council will manage both multisig wallets, coordinate disbursements, and publish monthly financial reports.

  • Structure: 5 members, managing both wallets
  • Threshold: 3-of-5 multisig
  • Selection: A follow-up ACP (AWE Community Proposal) will be submitted and voted on via Snapshot to nominate and confirm Council members. This ACP will define term lengths and eligibility criteria.

Budget Allocation

This budget is intended to support Q3 2025 operations, with a performance review and potential replenishment via a follow-up AFP.

  • Threshold: 3-of-5
  • Signers: Confirmed via Snapshot

Fund Management & Transparency

Grants Wallet:

  • Monthly open RFPs and rolling applications
  • All grants under $100K processed by Council
  • Public grantee list, milestone tracking, and monthly Mirror reports

Community Wallet:

  • Used for growth campaigns, activations, creator bounties, and partnerships
  • Real-time public budget tracker
  • Monthly summaries and quarterly reviews

For any funding request ≥ $100,000 USD:
A full AFP must be submitted and passed via Tally before disbursement.


Timeline

  • Week 1: ACP is submitted and voted on via Snapshot to ratify AWE Council, create Multisig wallet
  • Week 2/3: AFP voting on Tally
  • Week 4: Wallets funded
  • Month 1–3: Funds deployed, monthly reporting begins
  • End of Q3: Treasury review and potential replenishment AFP

Call to Action

We invite the AWE community to provide feedback during the 5-day Ideation Phase. If aligned, this proposal will proceed to a Temp Check and onchain vote via Tally.

In parallel, an ACP will be submitted and voted on via Snapshot to nominate and confirm the AWE Council and its multisig signers.

Since thresholds for AFP’s are very high, it makes sense to increased the funding rule minimum from $50K to $100K to allow for more efficiency and flexibility. Additionally boosting the Budget Allocation to 2.5M AWE each makes sense for similar reasons as increasing the funding rule minimum

That makes a lot of sense! Will increase threshold to $100K and budgets to 2.5M AWE for both initiatives.

This is a much-needed step forward for AWE’s growing ecosystem.
A clear threshold for grants and community spending, especially the <$100k fast lane, will allow contributors to move faster and execute impactful ideas without unnecessary bottlenecks. The dual wallet structure for Grants & Operations also gives clarity and accountability.

Sounds good! I think we could even raise the limit above $100K, but honestly, $100K should be sufficient. Let’s move forward with the vote as is!

Now that the test proposals have passed, it would be a good idea to initiate this proposal for onchain vote on Tally once the ACP is passed that establishes the committee
