Summary
This proposal initiates a test transfer of 100 AWE from the AWE Treasury to a designated Gnosis Safe multisig wallet on Base. It will bypass the standard Ideation and Temp Check phases and proceed directly to onchain submission via Tally.
Unlike AFP-0, this proposal is designed to test the Security Council’s ability to counter-sign and reject execution after the proposal has passed, simulating a post-vote safeguard intervention.
Rationale
This test is part of a comprehensive validation of AWE’s governance and security stack. It specifically tests the execution gating mechanism, where the Security Council may step in to halt proposals that have already passed onchain voting but present technical or strategic risk.
